Somaliland National Youth Organizations (SONYO Umbrella) is a Youth Umbrella Organization founded by Youth CSOs in June 2003 in Somaliland. SONYO currently brings together over 50 youth associations in Somaliland. SONYO is registered under the Ministry of Planning and Development as a humanitarian, development, and non-for-profit NGO contributing to the reconstruction and development of Somaliland. SONYO as a national umbrella for youth and youth organizations in the country played and continues to play pivotal and pertinent roles in promotion of youth rights in Somaliland through implementation of projects/programmes, capacity building of youth and youth CSOs/groups, networking and information dissemination, advocacy and policy development and implementation and research. SONYO is seeking highly motivated and skilled nationals to fill the following positions.





1. Job Title: Finance Manager
Organization: SONYO Umbrella
Department: Finance
Reports to: Executive Director
Location: Hargeisa, with frequent travels to regions
Duration: 1 Year with possibility of extension
Working Hours 40 Hours/Week
Annual Leave 21 Working Days per annum
Primary Purpose: The Finance Manager is a member of the Senior Management Team (SMT) and will be responsible for the management of all aspects of the finance function of the organization, to support in the achievement of organizational objectives in line with SONYO’s policies, procedures and standards.
Key Responsibilities: Financial System
• Ensure that financial management systems & records are adequate in order to identify and protect the assets & interest of the organization.
• Establish & maintain a donor financial management system to optimize funding & to ensure efficient & accurate reporting to donors.
• Ensure adequate controls over cash & bank management are constantly monitored & updated to minimize the risk of fraud or misappropriation.
• Closely monitor all financial activities, and keep the ED and Management Team advised of all situations which have the potential for a negative impact on internal controls or financial management performance
Financial Control
• Maintain an effective & efficient system of internal controls which comply with SONYO’s financial guidelines.
• Review existing systems on an on-going basis in order to develop and improve internal controls, in compliance with SONYO’s policies and procedures
• Ensure that organizational financial operations comply with legal & statutory requirements e.g. audit & financial reporting to all relevant national authorities.
• Supervise appropriateness and updating of all procurement documentation at the various steps of the procurement process. Ensure budget availability of expenditures and that appropriate authorizations are in place.
Financial Reporting
• Ensure timely & accurate preparation of donor reports for external donors / agencies.
• Reconcile all balance sheet items on a quarterly basis, in accordance with SONYO’s policies & procedures.
• Finalize year end accounts for external auditor and provide any ad-hoc year reports for National Council.
Staff Management & Capacity Building
• Develop the capacity of the Finance Officer and member organizations to ensure that a good standard of financial management is maintained.
• Develop a second layer of staff who can fill the gap whenever any position is vacant in the finance team.
Other financial duties
• Facilitate internal, external & donor audits
• Ensure that all statutory deductions & taxes in respect of staff are complied with & to liaise with relevant authorities in this respect.
• Assist in the development & implementation of the Strategic Plan
• Actively participate in SMT meetings and be proactively involved in the decision-making processes
• Any other finance-related assignments.
Education, Technical Skills and Experience • Degree in Accounting, Finance and/or relevant academic qualifications on finance. Master’s Degree in relevant field; an added value.
• Accountancy Qualification (e.g. CPA, ACA, ACCA)
• Minimum 3 years post qualification experience in NGO preferably as Finance Manager/Coordinator staff.
• Experience in developing staff capacity technically and management
• Experience managing large and multi donor programme budgets
• Proficient in written and spoken English.
• Ability to work under pressure to meet tight deadlines.
• Good team worker.
• Good Communication and negotiation Skills
• Knowledge of computer applications i.e. Microsoft word, Excel, X-pert System, Quick Book and Communications systems.
2. Job Title: Program Coordinator

Reports to: Executive Director

Primary Purpose: The Programme Coordinator is a member of the Senior Management Team (SMT) and head of the programme team. The person has the overall responsibility of leading the strategic development and management of SONYO’s programmes, effectively managing programme staff, volunteers, partnerships, funding, finances, brand and risks.
Key Responsibilities:
• Strategic planning, implementation and leadership: Lead the strategic design, implementation and review programmes/project implemented by SONYO.
• Partnership, networking, liaison and representations: Establish and strengthen effective partnerships with Government, CSOs, INGOs, corporates, academic research institutes, Consortia to achieve the changes sought through the Strategic Plan
• Programme Development and M&E: Lead the development of programmes by providing sound methodological and technical support to ensure participatory approach in programming; effectively implement planning and review of programmes that ensure the efficient and effective use of inputs and resources; the timely delivery of proposed outputs; smart grants management; the ongoing participatory assessment of outcomes; and high-quality monitoring and reporting.
• Resource Mobilization and Management: In close collaboration with the funding team, support in development and monitoring of the organizational funding strategy to ensure that funding portfolio is secured and in line with the SP and funding targets; support production of good quality and competitive funding proposals and respond to call for proposals
• Human resource management and organizational development: In close collaboration with the HR, provide leadership support to the programme team and promote best practices in human resources and team building; develop and manage a staff and volunteer structure and portfolio that is fit for the purpose of delivering the SP results and facilitating innovation.
Education, Technical Skills and Experience • University Degree in development studies, social science, business administration and/or relevant academic qualification. Master’s Degree in relevant field; an added value.
• Minimum 5 years’ working experience with national or international development organization.
• Proven leadership skills and experience of line managing large teams.
• Experience of managing change and leading people through it.
• Experience in, and a commitment to, participatory development and evidence-based programming.
• Practical experience of pro poor/anti-poverty development programming coupled with impact assessment and evaluation of poverty reduction and social change.
• Substantial experience of the financial management of budgets over £1 million, including preparing financial projections, general financial management and reporting.
• Proven expertise of leading in fundraising, seeking and securing new donors, successful proposal writing, and management of large and complex grants
• Evidence of understanding the challenges of donor and contract management and the implications for programme management
• Experience of working effectively as a team with regional colleagues based outside the headquarters.
• Information Technology skills – Microsoft word, excel, power-point, outlook, windows, email, and using online resources for information gathering and sharing
• Language: excellent command to speak, read and write in English
• Previous working experience on youth rights/with youth organizations is an added advantage.
3. Job Title: Project Officer – Capacity Building, Documentation and Resource Centre

Primary Purpose: The Project Officer will manage projects funded by SOS Somaliland (Voice of the Youth project) and Oxfam (Talo-wadaag Project). S/he will be responsible completely Talo-wadaag project implementation and management according to the project proposal and work plans throughout the project period. S/he will be responsible to manage the resource center to give coaching and guidance to the students.
Key Responsibilities: • Support the coordination, implementation, and monitoring of all assigned project activities as outlined in the detailed implementation plan in line with program quality principles and standards, donor requirements, and good practices.
• Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Assist member organizations in their efforts to support in field activities implementation.
• Support accountability through coordinating project evaluation activities and assisting member organizations in their efforts to collect and analyze project data per specified mechanisms and tools.
• Collect information on staff capacity needs and technical assistance needs of member organizations. Provide technical support and monitor capacity building and technical support activities to ensure effective impact.
• Complete project documentation for assigned activities. Assist with identifying information for case studies and reports on promising practices.
• Actively engage in dissemination and use of relevant knowledge in the field.
• Represent SONYO in meetings at national and regional levels, working groups, and other events as requested, to support forging relations with the government, NGOs, INGOs, UN, youth, women and other stakeholders in the community.
• Ensure accurate and timely reporting of all assigned project activities per donor and SONYO standards and established schedules.
• Provide support to students and other beneficiaries in the resource centre.
• Help students in writing articles, carrying out events and conducting schools’ needs assessment surveys during the development of the survey tools, data collection time and in data entry and analysis.
• Provide support in project development and fund-raising activities.
Education, Technical Skills and Experience • Bachelor’s degree in Social Science, Gender, International Development, Development Economics or a related field. Master ‘s degree will an added advantage
• At least 3 years of work in the field of youth development, community development, youth rights advocacy and policy implementation in Somaliland and for an NGO.
• In-depth understanding of donor expectations for program results, outcomes, impact, and reporting.
• Experience in participatory action planning and engagement of stakeholders at various levels.
• Experience monitoring projects and collecting relevant data preferred.

4. Job Title: M&E, Research and Data Officer

Primary Purpose: The person is the head of SONYO’s M&E, Research and Data Dept and will ensure high quality programme planning, monitoring, evaluation and learning across the organizational programmes by establishing relevant M&E systems to keep track and report on programme/project progress and by providing training and capacity building to programme staff at all levels. The person will also provide high quality technical support during project design and implementation. The person will take lead on research activities, liaising with external consultants. She/he will be the focal person for all mainstreaming and accountability issues, both internally and as part of programme activities. She/he will also ensure that appropriate programme documentation, reporting and filing processes are in place.
Key Responsibilities: • Support programme team in developing quality programme proposals by providing technical support in situational analyses for programme development and reviewing secondary data relevant to the programme, in developing theory of change, log frames, M&E plan, mainstreaming analysis tools, communication and visibility protocols.
• Conduct partners and other stakeholder’s consultative meetings and guiding staff and member organizations involved in programme development process.
• Participate in proposal writing in line with donor guidelines relating to MEAL stream lining
• Lead in ensuring adherence to the Programme Cycle Management Systems (PCMS) approach in all programme development processes.
• Contribute to the overall programme quality assurance in line with the relevant program commitments and organizational policies.
• Lead in reviewing contextual analyses and other assessments to contribute to data required for programme design and proposal writing.
• Continually monitor the external environment and internal developments to see what is changing, both internally and externally and propose adjustments to programme plans or new interventions as necessary based on its impacts in achieving committed targets.
• Support the programme team in mainstreaming Equality, gender, Disaster Risk Response (DRR), climate change and HIV & AIDS across SONYO programmes.
• Take lead and contribute to the design and use of necessary tools to ensure compliance with international humanitarian standards (e.g. CHS, SPHERE, Do No Harm) and responding to mainstreaming critical cross cutting issues required by donors
• Lead and support teams in meeting accountability commitments and best practice
• Lead in design and direction and implementation of evaluations (external and internal) in line with accountability commitments and programme plans.
• Coordinating and taking part in donor visits to programme areas.
• Participate in coordination meetings and give formal and informal presentations about SONYO’s work in Somaliland
• Undertaking any other related duties as may be assigned by the PDs and ED
Education, Technical Skills and Experience: • Degree qualification in a relevant discipline (Statistics, Development Management, International Development, Rural Development, Community Development, Health, Education)
• High level qualification in monitoring & evaluation, project design and management, or relevant discipline will be added advantage.
• At least 4 years’ experience working with a NGO/INGO on monitoring and evaluation
• Strong skills in, and ability to advise on and build capacity in MEAL aspects of programming and proposal development
• Strong planning, monitoring and learning skills
• Experience in designing and conducting assessments, surveys and evaluations based on set quality methods, international humanitarian quality standards, and donor’s compliance mechanisms
• Strong skills in monitoring programme performance and able to advise, support and adjust to reach set goals, objectives and strategic aims
• Good knowledge of project cycle management and mainstreaming approaches, preferably in protracted humanitarian and early-recovery context
• Knowledge of key institutional donors and their MEAL requirements (e.g DFID, EU, ECHO, OFDA, UN)
• Knowledge and experience in a range of participatory and gender sensitive approaches and their application in MEAL processes
• Strong skills and knowledge in data analysis processes and interpretation, linking to technical adjustments to improve program performance and quality.
• Experience in proposal development related to indicator design, development of MEAL tools and technical methods and excellent proposal and report writing skills, with close attention to detail
• Excellent communication, networking and persuasion skills, very good mentoring and capacity building experience.
• Strong understanding of budgeting, monitoring, and reporting expenditure with the use of management accounts and other tools, to support teams to develop proposals and adjust planning for full expenditure.

5. Job Title: Finance Assistant

Primary Purpose: The person will be the primary assistant of the Finance Manager and will support the department to ensure financial roles are undertaken according to the organizational financial policies and procedures. The Finance Assistant reports to the Finance Manager.
Key Responsibilities: • Ensure compliance with financial and other requirements set by the donors and internal financial and administrative procedures.
• Monitor cash flows and supervise petty cash handling.
• Ensure proper administration for outstanding debtors and creditors, follow-up overdue and signal potential problems in timely manner.
• Produce monthly cash and bank reconciliation statements.
• Support in the preparation of monthly, quarterly and yearly projects’ financial reports.
• Control and assure compliance of program expenditures with program budgets.
• Prepare payment vouchers and verify supporting documents for project and administrative expenditure.
• Ensure classification of all financial information and documents in accordance with the projects and respective budget lines.
• Ensure appropriate filing system of financial documentation is in place, accurate and updated.
• Provide timely and systematic monitoring of program expenditures as well as timely budget program forecasts.
• Supervise preparation of contracts with suppliers and any other contract issued by the program. Ensure that contractual commitments are accurately tracked.
Education, Technical Skills and Experience
• University Degree in Accounting, Finance and relevant academic qualification.
• A minimum working or intern experience in finance preferably in an NGO.
• Experience in logistics, and procurement is a strong advantage.
• Demonstrated effective verbal and written communication, negotiation skills, multi-tasking and organizational skills.
